The 14th international forum «Arctic: today and the future» in honor of A.N. Chilingarov was held in Saint Petersburg in 11-12 of December. The event was participated by members of the Russian-Chinese Business Council such as：GDK Baimskaya, State Development Corporation «VEB.RF», Delo Group, PJSC MMC Norilsk Nickel, NOVATEK.

In the framework of the strategic session about bilateral cooperation of Russia and China in the Arctic region, Business Council adviser N.A. Safronov made an official speech. N.A. Safronov raised the subject of the Northern Latitudinal Railway construction and attraction of Chinese investments for implementation of this project. Council adviser noted — «In the future the «Northern Latitudinal Railway» will connect isolated Arctic ports with continental transport network. First of all it will enhance the attractiveness of «Northern sea route», it will accelerate modernization of port infrastructure, it will facilitate technical service of vessels and rotational works. Moreover, it will promote development of internal tourism».

The construction of the «Northern Latitudinal Railway» is considered to be the strategic interest of Russia in the Arctic region. Furthermore it will be economically beneficially for China and for realization of the «Belt and Road Initiative».
